13.0.1 The quality acceptance procedures and organization of building decoration and renovation projects shall comply with the provisions of Chapter 6 of the Unified Standard for Construction Quality Acceptance of Building Projects (GB50300-2001).
13.0.2 The sub projects and key projects of building decoration and renovation engineering shall be divided according to Appendix B of this specification.
Explanation:
13.0.2 Appendix B of this specification lists the names of ten sub projects and thirty-three sub projects in building decoration and renovation engineering. Chapters four to twelve of this specification respectively provide requirements for the construction quality of the first nine sub projects. The first section of each chapter provides general regulations for sub projects, while the second and subsequent sections outline the construction quality requirements for each sub project.
Compared with the "Code for Construction and Acceptance of Building Decoration Engineering" (JGJ73-91), this code has made the following adjustments to the scope and chapter settings of acceptance:;
1. "Door and window engineering" has added special door installation for the production and installation of wooden doors and windows;
2. Incorporate the content of "glass engineering" into the relevant "door and window engineering" and "lightweight isolation wall engineering" respectively;
Expansion of "Pasting Engineering" to "Pasting and Soft Packaging Engineering";
4. The term 'brushing project' has been removed;
Expansion of "Flower Decoration Engineering" to "Detail Engineering";
Added 'Curtain Wall Engineering' to section 6.
During the construction process of building decoration and renovation projects, concealed works shall be inspected and accepted in accordance with the general provisions of each chapter of this specification, and recorded in the format of Appendix C of this specification.
The quality acceptance of inspection batches shall be recorded in the format of Appendix D of the Unified Standard for Construction Quality Acceptance of Building Engineering (GB50300-2001). The qualification judgment of inspection batches shall comply with the following regulations:
1. All randomly selected samples shall comply with the provisions of the main control items in this specification.
More than 80% of the randomly sampled samples should comply with the general requirements of this specification. The remaining samples shall not have defects that affect the functional use or significantly affect the decorative effect. For inspection items with allowable deviations, the maximum deviation shall not exceed 1.5 times the allowable deviation specified in this specification.
Explanation:
13.0.4 This specification is a quality acceptance standard that determines whether the decoration and renovation project can be delivered for use, therefore there is only one qualified standard. When grasping the degree of strictness of this qualification standard, the preparation team comprehensively considered the needs of safety, decorative effects, technological development, and the overall level of current construction. This specification lists the requirements related to safety, health, environmental protection, heart and liver, and main functional aspects as the "main control items". Most of the "general projects" require appearance quality and do not involve safety in use. Considering the uneven level of decoration and construction in China at present, and the high cost and unsatisfactory effect of rework for certain appearance quality issues, it is allowed for less than 20% of the sampled samples to have defects that neither affect the functionality nor significantly affect the decoration effect. However, there are inspection items that allow for deviation, and the maximum deviation shall not exceed 1.5 times the allowable deviation specified in this specification.
The quality acceptance of sub projects shall be recorded in the format of Appendix E of the Unified Standard for Construction Quality Acceptance of Building Engineering (GB50300-2001), and the quality of each inspection batch shall meet the requirements of this specification.
The quality acceptance of sub projects in 13.0.6 shall be recorded in the format of Appendix F of the Unified Standard for Construction Quality Acceptance of Building Engineering (GB50300-2001). The quality of each sub project in the sub division project should be accepted as qualified and comply with the following regulations:
1. It should have the necessary documents and records for the inspection of each sub project specified in this specification.
2 should have qualified reports on safety and functional testing items as specified in Table 13.0.6.
The visual quality should meet the requirements of general projects in various projects of this specification.

The quality acceptance of sub projects shall be recorded in the format of Appendix F of the Unified Standard for Construction Quality Acceptance of Building Engineering (GB50300-2001). The quality of each sub project in the sub project shall be accepted and verified in accordance with the provisions of Article 13.0.6, paragraphs 1 to 3 of this specification.
When the construction project only has decoration and renovation sub projects, the project should be accepted as a unit project.
Explanation:
According to Article 5.0.5 of the Unified Standard for Construction Quality Acceptance of Building Engineering GB50300-2001, the acceptance of sub projects and sub projects should be recorded in the format of Appendix F of the standard. When conducting the acceptance of sub projects in decoration and renovation projects, it is sufficient to record them directly in the format of Appendix F. However, when conducting the acceptance of sub projects in decoration and renovation projects, the format of Appendix F should be slightly modified. The "sub project name" should be changed to "sub project name", and the "inspection batch number" should be changed to "sub project number".
This article clearly stipulates that the quality of each sub project in the sub project shall be accepted as qualified. Therefore, when conducting acceptance of sub projects, the acceptance conclusions of sub projects should be summarized, and there is no need to conduct acceptance of sub projects again. However, the quality control data (documents and records), safety and functional inspection reports, and visual quality of sub projects should be verified.
13.0.8 For building decoration and renovation projects with special requirements, relevant technical indicators should be measured according to the contract during completion acceptance.
Explanation:
13.0.8 Some building decoration and renovation projects may have special requirements in addition to general requirements, such as high acoustic and optical requirements for music halls, theaters, cinemas, auditoriums, and other buildings; Large control rooms, computer rooms, and other buildings require special treatment in terms of shielding and insulation; Some laboratories and workshops have requirements for ultra cleanliness, mold prevention, radiation protection, etc. To meet these special requirements, designers often use special decorative materials and techniques. During the acceptance of such projects, in addition to implementing this specification, special requirements should also be tested and accepted according to the design.
13.0.9 The indoor environmental quality of building decoration and renovation projects shall comply with the provisions of the current national standard "Code for Indoor Environmental Pollution Control of Civil Building Engineering" (GB50325).
Explanation:
Many cases have shown that long-term living or working indoors with severe air pollution and poor ventilation can lead to many health problems, such as headaches, drowsiness, fatigue, and weakness; Severe conditions can lead to diseases such as bronchitis and cancer, which are collectively referred to as "building syndrome" by the international medical community. The harmful gases emitted by inferior building decoration materials are the main cause of indoor air pollution.
In recent years, the Chinese government has gradually strengthened the management of indoor environmental issues and is incorporating relevant content into technical regulations. The "Code for Indoor Environmental Pollution Control of Civil Building Engineering" (GB50325) stipulates that radon, formaldehyde, ammonia, benzene, and volatile organic compounds should be controlled, and building decoration and renovation projects should comply with the provisions of this code.
Building decoration and renovation projects that have not been completed and accepted as qualified shall not be put into use.
